In the early days of clocks, lords and mayors would place them high on public buildings as a symbol of the wealth and technological advancement of the city.

Maybe a similar sentiment, tied with charity and goodwill, has driven this home owner in Seattle to place such a large clock on their balcony. I've been looking for clocks for years and this is the first time I can remember a clock for public use on a private home.
